District Financial Consulting Services

RIZZETTA & COMPANY provides a complete range of services including pro-forma and feasibility analysis, establishment services and the preparation and delivery of documents required for adopting a financing plan and the ultimate issuance of bonds. Rizzetta & Company also provides ongoing services to manage District debt repayment and maintenance needs required to protect the interests of the bond holders and property owners in the District.

To date, the firm has established nearly 164 Districts and been involved with over 238 successful bond closings for 127 Districts throughout the State of Florida totaling over $3.2 Billion in bonds.

ESTABLISHMENT - Prepare the Statement of Estimated Regulatory Costs and other related schedules for the petition to establish a CDD, attend public hearings for establishment, provide pre-filed and live testimony, and attend meetings with local or state government review staff as necessary.

BOND FINANCING - Develop the assessment methodology, assist in determining the financial structure, present methodology at public hearing on assessments, provide expert testimony at the required bond validation hearing.

PREPAYMENT COLLECTION - Collect and monitor pre-payment of assessments, issue lien releases, confirm bond call amounts, prepare periodic continuing disclosure reports to investment bankers and bond holders.

ASSESSMENT ROLL - Prepare and certify the annual assessment roll to the county Property Appraiser and Tax Collector to include required assessments on property tax bills.

MANUAL BILLING - Prepare and issue manual invoices for and monitor collection of annual debt service and maintenance assessments to owners of properties within the District that are not included on the assessment roll.

ASSESSMENT TRUE-UP ANALYSIS - Prepare on an annual basis, a comparison of platted and un-platted properties to be developed with the proposed development mix at the time bonds were issued to ensure that assessments collected are sufficient to pay the annual debt service.
